Instagram's ultimate goal is to keep users on their platform for as long as possible, so with that in mind, you must tailor your posts to commit the user to spent time reading your posts but long so long that they get bored and bounce off.
This is why there's the idea of having a call to action if your post is just for fun, you want the user to engage with it, if it's to sell or lead somewhere, you must include a call to action.
Viral content is content that tends to gain and retain high-quality engagement for a longer than normal period. This is because, as explained before, the post is causing users to stay on Instagram longer, and thus Explore-page-worthy in Instagram's eyes.
